I (n) "Remaining Repayment Obligation" means the difference, if any, between the <br />2 Estimated Repayment Obligation and the Final Repayment Obligation as determined through the <br />3 Final Cost Allocation described in Articles 7(d) and 7(g) below. <br />4 (o) "San Juan River System" means the San Juan River and its tributaries. <br />5 (p) "State" or "Contractor" means the STATE OF COLORADO, acting by and through the <br />6 Department of Natural Resources, Colorado Water Conservation Board, located in Denver, <br />7 Colorado, or its assignees. <br />8 (q) "Statutory Water Allocation' means the municipal and industrial (M &I) water <br />9 allocation delivered to the State through the use of the project components, pursuant to Sec. <br />10 6(a)(1)(ii)(VII) of the Settlement Act, as amended. <br />11 (r) United States or Contracting Officer" or "Secretary" ..either of them means the <br />12 Secretary of the United States Department of the Interior or his/her duly authorized <br />13 representative. <br />14 (s) "Useful Project Life" means the period of time the Project is able to provide the <br />15 authorized Project benefits pursuant to Sec. 6(a)(1)(A)(i)(VI) of the Settlement Act, as amended. <br />16 (t) "Water Rights Settlement Agreement" refers to the "Colorado Ute Indian Water Rights <br />17 Final Settlement Agreement" dated December 10, 1986 among the United States, the State of <br />18 Colorado, the Ute Mountain Ute Tribe, the Southern Ute Indian Tribe, and the additional <br />19 governmental and private entities in Colorado signatory thereto, as implemented by the <br />20 Settlement Act, as amended. <br />21 <br />
