4 <br />Solicitation No. R10AV40R04 <br />Permanent Operating Facility <br />Animas -La Plata Project, Colorado and New Mexico <br />FOREWORD <br />The project is for the design and construction of a new facility for the Permanent Operations Facility in <br />Durango, Colorado for the Animas -La Plata Project. The total building shall be approximately 6,000 <br />square feet which will be occupied by five support personnel, and include a conference room large <br />enough to facilitate community meetings and a shop and storage facility of approximately 3,500 square <br />feet. The design and construction shall be in accordance with the 2008 Guiding Principles for Federal <br />Leadership in High Performance and Sustainable Buildings and a level to attain a certified Rating in <br />accordance with the U.S. Green Building Council (USGBC) Leadership in Energy and Environmental <br />Design (LEED) Program. <br />This project will be partially or wholly funded from the American Recovery and Reinvestment Act <br />of 2009 (ARRA). Please be advised that the awardee will be subject to Section 1512(c) of ARRA, <br />which requires that each contractor report on its ARRA funds under the awarded contract. These <br />reports will be made available to the public. <br />This requirement will be solicited and awarded using Design -Build Procedures. It is anticipated that that <br />the design selection procedures will involve a two phase selection process. Phase 1 will be used to solicit <br />requests for qualifications that will be evaluated to determine the three highest qualified firms for providing <br />the design. Phase 2 will require submission from the three highest evaluated firms a second proposal <br />consisting of demonstration of (1) Preliminary Design, (2) Technical Approach and (3) price. Those three <br />proposals will be evaluated to determine which offer will provide the best value. <br />This Solicitation may provide for payment of a "stipend" to the Phase Two offerors not selected <br />for award. <br />A pre - proposal conference will be held within a week after selection of the three highest qualified offers <br />determined at the conclusion of Phase 1. The conference will be held in Durango, CO and the firms <br />invited to propose in Phase 2 will be notified of the date, time and place by the Contractor. A site visit will <br />immediately follow the pre - proposal conference. Prospective offerors should make arrangements for <br />attendance by contacting the Contractor. <br />For information regarding Bureau of Reclamation's publication "Reclamation Safety and Health <br />Standards" (2001 Edition, Published in May 2002) including changes and corrections identified in the <br />January 10, 2005 errata, which is applicable to work under this contract, see clause at "WBR 1452.223- <br />81 Safety and Health." <br />Based upon law, Executive Order, or internal policy, the Department of the Interior prohibits discrimination <br />in the workplace, including sexual harassment, based on race, color, national origin, sex, religion, <br />disability, age, or sexual orientation.
