For both of these feature's components, the cost information has <br />been elevated from feasibility level to at least specifications grade estimates. <br />As in our previous letter, Durango Pumping Plant component costs have been divided into <br />two categories, those inside the plant and those external to the plant, to better compare the <br />plan and costs used in the Final Supplemental Environmental Impact Statement ( FSEIS) with <br />the current plan as reflected in the CCE update. <br />As you are aware, the FSEIS estimate only included those City of Durango components <br />located inside the plant. As seen in the spreadsheet, Durango Pumping Plant specific costs <br />identified in the Authority's funding agreement are $580,400 at the October 2001 level and <br />about $597,000 at the indexed January 2003 level. The current estimate at the January 2003 <br />Ievel for those components located inside the plant is $294,269. It should be noted that the <br />flowmeter, and associated components, are now located outside the plant in a separate air <br />chamber/flowmeter structure. The cost for the flowmeter is included in the inside the plant <br />costs to be consistent with the FSEIS estimate. <br />The current plan also incorporates the necessary City of Durango components located external <br />to the plant into the pumping plant specifications. As discussed in our March 20 letter, this <br />was done to insure they are compatible with other plant components. This also allows <br />efficient construction during plant construction before site work completion and landscaping <br />completion. If the external components are installed after completion of work on the plant, <br />excavation of up to approximately 20 feet through the landform berms would be required for <br />the installation of the City of Durango raw water supply line. In addition, the deed <br />restrictions for the property require that all contractors performing earthwork on the site have <br />special training and comply with the Colorado Department of Public Health and Environment <br />(CDPHE) document entitled Uranium Mill Tailings Management Plan for Managing Uranium <br />Mill Tailings Encountered during Construction Activities in Western Colorado. 'Work plans <br />for the earthwork activities must be developed and submitted to CDPHE and the Department <br />of Energy (DOE) for approval., Monitoring of the excavation and the backfill operations for <br />radiation is also a requirement. Reclamation and our contractor have already developed these <br />plans, received the required approvals from CDPHE and DOE, and has monitoring <br />capabilities in place. Finally, construction work by others within the pumping plant property <br />limits would create easement issues. For these reasons, Reclamation believes that the <br />inclusion of the external components into the Durango Pumping Plant specifications is the <br />most efficient means to complete the construction. <br />The external components included in the estimate are sufficient to extend the 30" raw water <br />supply line for the City of Durango to the Colorado Department of Transportation (CDOT ) <br />right -of -way at the edge of the pumping plant property. This work includes a 9 -foot diameter <br />air chamber with air compressor and associated components; a concrete vault which serves as <br />the foundation for the air chamber and houses the air compressor and flowmeter; ventilation, <br />sump pump, and electrical components for the vault; and 280 feet of 30 inch steel line pipe <br />with a 6 -inch air valve and cathodic protection system.
