In your letter to Randy Seaholm, dated April 9, 2009, you indicated that District is
curre,,itly in the process of developing a master plan that describes the infrastructure required to
oper, te, order of development, and the amount of water needed to sustain a projected user base
of 4,(100 plus taps. Based on your preliminary projections, you are estimating a potential need
of 5 to 1,000 acre -feet of water, which may change upon completion of your 50 -year needs
proje tions. Leo Eisel, with Brown and Caldwell and potentially other members of my staff,
will t a contacting you to discuss the needs of the La Plata Archuleta Water District, purchase
and f inding options, timing, and other items pertinent to the successful preservation of the
States ALP water allocation.
It`s our intention to have Phase I of the Study completed by January 22, 2010. Based on
the pi eliminary findings of the Study and input received from surrounding water users, a final
phase will be developed that will assist the State in determining its ultimate level of participation.
