Mr. Tim Feehan <br />September 4, 2009 <br />Page 4 <br />Project Management <br />This phase includes weekly telephone conferences with the State Project Manager along with <br />general project management requirements such as invoicing. Brown and Caldwell believes that <br />regular weekly telephone calls with the State Project Manager are especially important if the <br />project schedule is to be maintained and a quality product is to be delivered. Regular <br />communication will be essential to ensuring that the information collected during the course of <br />this project will provide value. <br />SCHEDULE <br />Brown and Caldwell is prepared to begin working on this project immediately upon receipt of <br />the signed letter proposal authorizing the work. It is anticipated this work will take ten weeks to <br />complete. Per discussions with the State, it is anticipated that this project will begin the first <br />week of October 2009 and end by the first week of December 2009. <br />PROJECT TEAM AND QUALIFICATIONS <br />Leo M. Eisel, Ph.D., P.E., Project Manager <br />Dr. Eisel has 39 years of experience in the area of water resources engineering and management. <br />His resume is attached. He has testified on two different occasions in the Animas -La Plata <br />litigation and is quite familiar with water markets in southwestern Colorado. He is a recognized <br />water appraiser in Colorado and has done other economic investigations related to water (see <br />resume). His formal economic training includes a minor in economics in his Ph. D. studies at <br />Harvard University. <br />Laura Chavez, Water Resource Analyst <br />Laura Chavez has 12 years of experience in water resources management. Ms. Chavez has <br />extensive knowledge in water rights, regulatory compliance and permitting issues, especially <br />related to water supply and artificial recharge, water conservation, and the coordination of <br />regional planning coalitions <br />:&Tfpv <br />Brown and Caldwell proposes to perform the six tasks described above for the ALP Project on <br />a time- and - materials basis using the terms and conditions set forth in Colorado As- Needed <br />Architect /Engineer /Consultant Professional Services Contract Schedule of Fees.
