Burch Building
Ignacio, CO
10:06 a.m. — The meeting was called to order by Chairman Randy Kirkpatrick, San Juan
Water Commission. General Manager Russ Howard called role. The Chairman
declared a quorum was established.
Association Members present were: Randy Kirkpatrick, Mike Brod, Charlie Blassingame
and Dan Israel being present on a conference call. Lena Atencio joined the meeting at
11 :04 a.m.
Other participants were: Scott McElroy, Liz Taylor, Russ Howard, Dan Law, Peter
Ortego, Steve Dunn, Celine Sheppard, and Tom Miller.
Discussion on CR 211
Russ talked about the email that he sent on Thursday June 17, 2010 identifying two
issues. Russ informed the Members that Reclamation would like to accept the
Association's offer to meet with all parties to resolve differences on CR 211 Grant of
Easement contract language. So, the first agenda item is to address who from the
Association will meet with Reclamation and the County and identify what dates and
times would work for those members.
The second agenda item is Reclamation's short term solution to issue a temporary land
use permit to allow the County to go ahead with chip sealing CR 211 while the contract
language is finalized. Reclamation was looking for the Association's consensus on this
approach, however, on Friday June 18, the County turned down this offer. They did not
want to spend County dollars on chip sealing the road without a long term contract in
place. Therefore, no action required on this agenda item
The Chairman checked with all members to see if anyone's position on the Grant of
Easement had changed since the last Association meeting. After verifying no one's
position had changed the Chairman pointed out how important it was for the Association
to stick together on this issue.
