Youth Baseball Presentation: <br />Four members of the youth baseball board made a presentation to the Board members <br />concerning the need for constructing a baseball field near the pump plant on the available <br />land. They reviewed the documentation which was provided in the packet. They reiterated <br />their willingness to cooperate with the Association and work through any problems which <br />may arise so these facilities could be constructed. Several technical issues such as water and <br />electric power were discussed, as well as a small building which would be used as a <br />concession area. The Association reminded the Baseball Board these thing would be their <br />responsibility. <br />USBR Report: <br />Barry Longwell: Gave an update of the progress at the pumping plant, dam site, and overall <br />pumping progress. Barry informed the group that BOR has decided to continue pumping <br />through the Month of June and slip the required holding period to July. This change is due to <br />current river flows and projected river flows next month. <br />CR 211- Mark Chairito: (USBR) <br />Randy asked Mark to address the BOR's position on CR 211 easement contract. <br />Mark stated the Association does not have comity on the document, but the water users do. <br />He also stated the Association does not have privity to the contract between the United States <br />and the County. <br />Sheryl Rogers: La Plata County Attorney: Sheryl gave a brief history of the agreements <br />between the County and BOR as far back as 2002, 2003. The road has been closed for 7 or 8 <br />years due to construction. Sheryl stated they do not agree with the contract as written. She <br />referenced Page 4, paragraph 7c, and said they would not agree to such language. Sheryl <br />stated she did not believe the Association was a part of this agreement, but if they were she <br />would agree to paragraph 7a. She stated the County objects to page 4, paragraph b, c & d and <br />gave the rational for each one. <br />ANIMAS GLAICER GRAVEL PIT CLASS II LAND USE PERMIT <br />Barry Longwell gave a brief history of the land ownership and use for the immediate area. <br />He went on to explain that BOR has an easement across the adjacent land for emergency use <br />purposes. He also explained the concern BOR has concerning potential drainage into Basin <br />Creek from the operations settling ponds. <br />Barry explained that BOR has given the landowner emergency access to County Road 213 <br />through the projects access road to the dam in exchange for emergency access to the dam <br />through the airpark area road. <br />Barry indicated BOR is drafting a letter to address the issues this application has raised and <br />will share the draft with the Association. <br />WAPA POWER CONTRACT: <br />Joe Hall reviewed the history of actions taken to date with the Board. Joe stated most of the <br />issues in the WAPA contract now have been resolved. He informed the group that a meeting <br />was scheduled in Montrose CO. on June 22, 2010 with three goals in mind which are: <br />
