12. STATE'S OBLIGATIONS FOR APPROPRIATIONS
Con istent with Article 26 herein, the State intends to fulfill its obligations under this Contract.

7 availhble for this purpose. Nothing herein shall constitute, nor be deemed to constitute, an
8 obli ation of future appropriations by the General Assembly of the State of Colorado where
9 creajing such an obligation would be inconsistent with Colorado Revised Statutes or the

13. COVENANT AGAINST CONTINGENT FEES
The State warrants that it has not employed or retained any person or selling agency to solicit or
secure this contract upon an agreement or understanding for a commission, percentage,
brob erage or contingent fee, excepting bona fide employees or bona fide established commercial
orselling agencies maintained by the State for the purpose of securing business. Forbreach or
viol ition of this warranty, the United States shall have the right to annul this contract without
18 liability, or at its discretion, to add to the repayment obligation or consideration the full amount
