I ) The Project Operations Committee consisted of representatives from those entities that <br />2 werd identified by the Settlement Act, as amended, to receive a water allocation and the Bureau <br />3 of clamation. This committee determined an appropriate entity to contract with Reclamation <br />4 for t e operation, maintenance, and replacement (OM &R) of the Project Works and developed a <br />5 corn non understanding among the project beneficiaries of the appropriate level of annual <br />6 OM R activities to be performed on the Project Works to assure the Project's long term <br />7 opet itional integrity and public safety. This committee was essentially replaced by the <br />8 Association who subsequently entered into an OM &R contract with Reclamation. Ultimately, <br />9 the Association will oversee the ongoing OM &R activities of the Project Works, providing <br />10 con ultation and coordination among Association members on such items as annual OM &R <br />11 fun 'ng, maintenance schedules, and public safety issues. <br />12 <br />13 1. MEASUREMENT AND RESPONSIBILITY FOR DISTRIBUTION OF STATUTORY <br />14 WATER ALLOCATION <br />15 ) The water released or bypassed for the State pursuant to this contract shall be measured <br />16 at <br />17 PI; <br />18 po <br />19 co <br />20 di, <br />21 pr, <br />22 B, <br />23 ca <br />outlet works of Ridges Basin Dam, and /or in the Animas River at the Durango Pumping <br />with measuring facilities installed by the United States as a part of the Project. Additional <br />s of diversion directly from Lake Nighthorse may be made in the future by the State after <br />iltation and approval of the United States. Water delivered at these additional points of <br />,ion on Lake Nighthorse shall be measured at those points of diversion by facilities <br />ded by the State or its subcontractors. Water will be available at the outlet works of Ridges <br />i Dam and /or the Animas River in such quantities as the State determines, subject to <br />;ity limitations of the relevant facilities, to ensure that the State annually receives a <br />10 <br />
