This information will also be used to assist the State in <br />ling how much water from the State's A -LP Project allocation could be used for Colorado River <br />t compliance purposes and meet other potential uses identified by this study. While the State <br />ty to sell this water if it is needed by another Colorado water user, it is important to note that the <br />the responsible party for negotiating the purchase contract with Reclamation. <br />The A-L Project is located in southwestern Colorado, within the Dolores /San Juan /San Miguel ( DSJSM) <br />Basin. he DSJSM Basin includes Archuleta, Dolores, La Plata, Montezuma, San Juan, San Miguel, and <br />portionE of Hinsdale, Montrose and Mineral counties. For the purposes of the A -LP Project Water <br />Markets ig Supply and Demand Study (Study), Brown and Caldwell focused on water demand needs for <br />La Plata and Archuleta counties because of proximity to Lake Nighthorse, see Figure 1.2. <br />To assis the State with this water supply and demand study, Brown and Caldwell was contracted by the <br />Colorado Water Conservation Board (CWCB), La Plata Archuleta Water District (LPAWD) and <br />Southwestern Water Conservation District (SWCD) to complete the following tasks. <br />1.2.1 Previous Study on A -LP Water <br />Brown a id Caldwell was contracted in November 2009 to identify the capital costs of A-LP Project Water <br />for the ate and to investigate water providers that may have interest in purchasing any of the State <br />Water. Gapital costs are composed of the actual capital costs of construction plus interest during <br />constru ion (IDC), until Reclamation transfers the A -LP Project from "construction" to "operations and <br />mainten nce" (0 &M) status. At the time of the first study, it was anticipated that the 0 &M phase would <br />begin so etime in 2011. This change in status will be a formality which will stop the accrual of IDC. At <br />that poi , IDC will become a capitalized cost. <br />Addition Ily Brown and Caldwell reviewed available planning data to identify water providers with <br />potential need for additional water supplies in the study area. Brown and Caldwell also interviewed <br />identifie water providers to understand future plans and need for additional water supply.
