This fall, the Water Quality Control Division has submitted 4 required reports to the General
Assembly:
1. Water Quality Annual Report; provided each year to the WQCC and the House and
Senate Agriculture Committees in accordance with Statute.
2. Request for Information on division resource needs; required to be submitted to the
Joint Budget Committee. This is the fourth year that submission of this report has
been required.
3. Report on approaches to how to address the new requirement to have discharge
permits for application of pesticides in or near water. This requirement came about
after the courts threw out EPA's rule that application of pesticides in or near water in
accordance with the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) did
not require a discharge permit under the Clean Water Act. The Division has been
working with the Colorado Department of Agriculture in preparing this report.
4. A report to the General Assembly on how to ensure timely issuance of stormwater
permit notices of violation, in accordance with House Bill 12 -1119. The Division
created a stakeholder working group to develop this report.
