Water Quality Control Division Report <br />To The Board <br />Colorado Water Resources and Power Development Authority <br />December 7, 2012 <br />I. Follow up Actions <br />II. Water Quality Control Commission Actions <br />III. Update on Project Activities <br />A. The Governor's 2012 -2013 budget identifies a request for $15,000,000 in capital <br />construction funds for a grant program for municipal wastewater systems that are required <br />to upgrade facilities to meet the requirements approved by the Colorado Water Quality <br />Control Commission in Regulation 85 — Nutrients Management Control. Regulation 85 <br />becomes effective on July 1, 2013. This regulation requires that 45 wastewater treatment <br />plants install treatment to reduce the amount of phosphorus and nitrogen that is released <br />from their plants into surface water. The dates when treatment will be installed will vary <br />from facility to facility, and is dependent on when the facility's current permit expires, the <br />level of treatment already in place at the facility, the time needed to plan for and design the <br />new treatment systems, and the time needed to acquire the necessary financing. The <br />funds made available via this request will be used to help these facilities with the costs of <br />implementing the nutrients requirements in their permits. It is anticipated these grants <br />could be used for preliminary engineering work, facility and process design, construction, or <br />any other onetime costs incurred by the facilities to implement nutrient reductions identified <br />in Regulation 85. It is anticipated, if approved by the Capital Development Committee and <br />the Joint Budget Committee that the grants could be made available using the current <br />Water Pollution Control Revolving Fund prioritization criteria. <br />B. In support of department's efficiency efforts the Office of State Planning and Budget <br />(OSPB) has agreed to sponsor a LEAN Event for the State Revolving Loan Fund (SRF). <br />OSPB has contracted with North Highland Consulting for the state's LEAN efforts. The <br />LEAN process has been successfully used by numerous organizations, both private and <br />not - for - profit; to improve the way those organizations do their work. LEAN provides a set of <br />tools that can be to identify and eliminate waste in work processes. <br />The SRF Team Leads include: Donna Davis (Project Lead), CDPHE; Keith McLaughlin, <br />CWR &PDA; Scott Olene, DOLA/DLG. Our proposed Executive Sponsors are Steve <br />Gunderson, CDPHE; Mike Brod, CWR &PDA; Tony Hernandez, DOLA/DLG. <br />The three agencies have identified the week of December 10 -14 as a good period for the <br />week -long rapid improvement exercise. Based on the Lean Event Planning Tool, the draft <br />scoping document should be finished about 5 -6 weeks prior to the week -long exercise. <br />We are excited to work on this multi- agency effort that will ultimately improve our services <br />to the SRF borrowers. <br />The Clean Water Needs Survey project currently has more than $4 billion in federally <br />accepted projects.
