I . Project, programs or studies that assist in the administration or <br />problem solving of compact entitled waters. <br />2. Projects, programs or studies that facilitate solutions to local <br />and regional water supply needs. <br />3. Projects, programs or studies that assist in the recovery of <br />threatened or endangered wildlife species or the conservation <br />of existing wildlife species within riparian ecosystems. <br />4. State satellite monitoring system improvements and other <br />projects, programs, and studies, instrumentation of hydrologic <br />and climatologically data. <br />5. Projects, programs or studies that assist in the long range <br />planning and education of water conservation in the State. <br />6. Water, river restoration, floodplain, and drought management <br />projects, programs or studies affecting agriculture, recreation, <br />and /or other areas that impact State economically. <br />7. Projects, programs or studies that address federal water rights <br />issues, and, <br />8. Project, programs or studies from higher education that <br />promote the goals and objectives of CWCB's Strategic Plan. <br />The applications will then be further prioritized based on the type <br />of project applicants in the following order: <br />1. CWCB Operations <br />2. Agricultural <br />3. Municipal / Governmental <br />4. Commercial /Industrial <br />The CWCB Director shall have the discretion to reallocated <br />approved STTFOA project funds to other projects, if a particular <br />project /s cannot be completed within the fiscal year. The Director <br />shall have the ability to reallocated funds to internal or external <br />projects, programs or study needs that may or may not have been <br />identified on the overall application list provided to the Board in <br />March, but promote the goals and objectives of CWCB's Strategic <br />Plan. CWCB staff will provide the Board with a STTFOA report, <br />as part of the CWCB's Director's Report, informing the Board the <br />status of approved projects and any changes in funding. <br />Upon Board approval of the project applications, project funding <br />will become available on July I" of each year and most be spent by <br />June 30"' of the same fiscal year. <br />2 <br />
