Subject: DPP Pumping Capacity
Dear Barry,
The Association has been meeting with the Colorado Department of Water Resources
and the Southwestern Water Conservation District to develop a Draft Protocol for
administration of the Animas -La Plata Project water rights. The Draft Protocol contains
language that describes the anticipated maximum capacity of the Durango Pumping
Plant as being 280 cfs and the actual capacity will be determined through testing of the
facilities before Project O &M is transferred by Reclamation to the ALPOM &R
Association.
In order to accurately determine the actual capacity of the Durango Pumping Plant the
Association requests arrangements be made, when an opportunity presents itself, to run
all eight units simultaneously. We realize there may be limiting factors in accomplishing
this task; however, we all know the actual capacity of the Plant is something greater
than 280 cfs. The information gained from this test will allow Reclamation and the
Association to make more of the ALP diversion right absolute.
As you may recall, the Association negotiated a contract with WAPA that allows
Reclamation and the Association to schedule power ahead of time for the purposes of
testing without incurring the monthly demand charge.
