4. REGULATION OF OPERATIONS AND LAND USE
The UMUT is concerned about additional layers of land use regulation at the Recreation
Area. The UMUT believes that this discussion will center on the proposed annexation by the
City of Durango, but notes that Recreation Lease Section 21(a) only subjects the City to existing
land uses, and not future approved land uses. The UMUT suggests that the Association mark
Section 21 for review after further decisions are made on annexation.
ANNUAL MEETING
The UMUT is concerned that the Recreation lease contemplates the Association
undertaking work with the City, but does not include the Association in the annual meeting
(Recreation Lease Section 23).
6. ENVIRONMENTAL COMMITMENTS
The UMUT is concerned that the environmental commitments in Exhibit B are not
project specific. The UMUT is particularly concerned that there is no discussion of the 2000
FSEIS or special recreation management provisions to prevent the exacerbation of fish
escapement issues. The UMUT suggests that Exhibit B address specific project environmental
commitments and place specific limits on recreation management practices that could interfere
with the project meeting environmental commitments.
