4. REGULATION OF OPERATIONS AND LAND USE <br />The UMUT is concerned about additional layers of land use regulation at the Recreation <br />Area. The UMUT believes that this discussion will center on the proposed annexation by the <br />City of Durango, but notes that Recreation Lease Section 21(a) only subjects the City to existing <br />land uses, and not future approved land uses. The UMUT suggests that the Association mark <br />Section 21 for review after further decisions are made on annexation. <br />ANNUAL MEETING <br />The UMUT is concerned that the Recreation lease contemplates the Association <br />undertaking work with the City, but does not include the Association in the annual meeting <br />(Recreation Lease Section 23). <br />6. ENVIRONMENTAL COMMITMENTS <br />The UMUT is concerned that the environmental commitments in Exhibit B are not <br />project specific. The UMUT is particularly concerned that there is no discussion of the 2000 <br />FSEIS or special recreation management provisions to prevent the exacerbation of fish <br />escapement issues. The UMUT suggests that Exhibit B address specific project environmental <br />commitments and place specific limits on recreation management practices that could interfere <br />with the project meeting environmental commitments. <br />
