Loan Feasibility Study for <br />Raw Water Acquisition and Utilization <br />Page 13 <br />Attebery Ditch to the District is desirable and the yield would satisfy a portion of the District's base <br />demand, the cost of the Grisenti ownership in the Lester and Attebery Ditch and associated <br />encumbrances made this water purchase option not feasible. <br />Pleasant Valley Ditch Water Rights <br />In 2004, Mr. Goodwin offered the District his ownership of 10/12` of the Pleasant Valley Ditch <br />water right for $1,400,000, which is equivalent to approximately $4,130 per of consumptive use. <br />The Pleasant Valley Ditch is decreed for a total of 10 cfs from the Arkansas River to be used for <br />irrigation on 293 acres. The 10 cfs water right is comprised of the original water right for 8 cfs and a <br />transfer from the Alexander Ditch in the amount of 2 cfs. The 8 cfs original water right, Priority No. <br />291, has an adjudication date of February 3, 1894 and an appropriation date of May 31, 1883. The 2 <br />cfs water right, Priority No. 194, has an adjudication date of July 2, 1906 and an appropriation date <br />of December 31, 1877. Both of the water rights in the Pleasant Valley Ditch are decreed for <br />irrigation. <br />While the adjudication date of the 2 cfs water right transferred from the Alexander Ditch appears to <br />be junior to the adjudication of the original 8 cfs water right, both of these water rights are <br />considered as decreed under the original adjudication for Water District 12. Original adjudication <br />classification of the 2 cfs water right was confirmed by Steve Witte, Division Engineer for Water <br />Division 2. <br />There has been one previous change of water rights involving the Pleasant Valley Ditch. In 1974, <br />0.23 cfs of owner Mr. McEnulty's 1 /12th interest in the ditch was transferred to the Glen Vista <br />augmentation plan. At this time, LRE <br />estimates the average annual consumptive use yield of Mr. Goodwin's interest in the Pleasant Valley <br />Ditch to be approximately 339 af/year.
