0 The largest portion of the Districts net assets, 65% reflects unrestricted net assets that may be used to meet the Districts ongoing obligations to its citizens and creditors. In addition, a portion of the District's net assets, 31%, 40 reflect its investment in capital assets. The District uses these capital assets to provide services to citizens; consequently these assets are not available for future spending. The remaining balance of restricted net assets, 4% represents resources that are subject to external restrictions on how they may be used. At the end of 2011 the District is able to report positive balances in all three categories of net assets. . Changes in net assets The District's total revenue of $625,573 was less than program expenses of $644,119 for a decrease in net assets of $18,546. Changes in Net Assets as of December 31, 2011 are shown in Table 2 below.
