ARKANSAS laftOUNDWATER USERS ASSOCIATION
P.O. Box 11446 Pueblo, CO 81001 ph:(719)- 948 -2150 fax:(719)948 -2167
Scott Brazil, President Keith Beattie, Vice- President John Sliman, Secretary/Treasurer
Sam Fosdick, Director Dr. Charles Durbin, Director
7/26/2012 RECEIVED
Ms. Jennifer Gimbel, Director
Colorado Water Conservation Board AUG O 1 2012
1313 Sherman Street, Room 721 Colorado Water
Denver, CO 80203 Conservation Board
Dear Ms. Gimbel,
As you are no doubt aware the Arkansas River Basin, along with the rest of Colorado, is
suffering through an historic drought. As a well augmentation group our organization
and its members have already felt the effects. Water supplies that were expected to be
available for our Rule 14 augmentation plan as recently as February of this year have
produced greatly reduced amounts in some cases and no water in others. In April, the
State Engineers Office asked us to re- evaluate our plan based on the drought and we have
continued to monitor and make adjustments to it throughout the year. The result of the
evaluation has been twofold. We have added more, and repurposed other sources of
water in the plan. We have also experienced greater than normal administrative and
engineering expenses. In total our expenses have increased by $80,884.80 and are
expected to increase by an additional $31,700 by year end. On behalf of its members, the
AGUA Board asks that the CWCB consider and approve an Agricultural Emergency
Drought Grant to help offset these costs.
Included with this letter are:
1. A detailed explanation of the grant request
2. A copy of the official drought declaration by the Federal Government
3. A copy of AGUA'S annual budget and 2011 financial review
4. A line item budget showing increased expenses resulting from the drought
5. A more detailed description of AGUA and our members
I am designating our General Manager, Scott Lorenz as the primary contact person for
any questions or discussions pertaining to this request.
Sincerely,
Scott Brazil
Board President
Arkansas Groundwater Users Association
