Gimbel <br />CWCB Director <br />SUBJECT: Agricultural Emergency Drought (AED) Grant Request (No. FY13 -2) <br />The Agricultural Emergency Drought (AED) Grant Program provides up to $1 million annually <br />for emergency drought - related water augmentation purposes to Colorado's agricultural water <br />users. The program is open to agricultural organizations located in areas where a disaster <br />emergency has been proclaimed due to drought. Grant funds are used to offset the added costs of <br />leasing water during drought years. <br />All requests are reviewed by the AED grant committee. The committee is comprised of the <br />Director of the CWCB, the State Engineer, the Commissioner of Agriculture and the Executive <br />Director of the Department of Natural Resources. <br />As members of the committee, I am sending you the second AED grant request of the year. I'm <br />attaching a copy of the request (less the financial statements that were included) for your review. <br />Request No. 13 -2 is from the Arkansas Groundwater Users Association for $112.584.87. The <br />dollar amount was supported by a decrease in yield of the Association's water rights and need to <br />lease an additional 1,784 acre -feet of augmentation water. Included in the cost was additional <br />engineering fees (totaling approximately I% of the increased cost). <br />Upon my review, the request appears to comply with the grant program guidelines. I would <br />recommend approval of $112.584.87 to the Arkansas Groundwater Users Association. <br />Per the guidelines, applications are accepted any time during the year and the approval process <br />will be completed within 60 days following the application date. <br />I understand that coordinating schedules is a challenge, so I am emailing the requests to you with <br />my recommendations for full approval, partial funding or denial to you as they come in. <br />Interstate Compact Compliance • Watershed Protection • Flood Planning & Mitigation • Stream & Lake Protection <br />Water Project Loans & Grants • Water Modeling • Conservation & Drought Planning • Water Supply Planning <br />
