All requests are reviewed by the AED grant committee. The committee is comprised of the <br />Director of the CWCB, the State Engineer, the Commissioner of Agriculture and the Executive <br />Director of the Department of Natural Resources. <br />As members of the committee, I am sending you the sixth AED grant request of the year. I'm <br />attaching a copy of the request for your review. <br />Request No. 13 -6 is from the Lower Arkansas Water Management Association for $331,592.50. <br />The dollar amount was supported by a decreased yield in the Association's water rights and an <br />emergency purchase of water from the Pueblo Board of Water Works on the spot market plus <br />additional engineering and administrative costs incurred due to the drought. <br />While the request is for $331,592.50, only $227,693.22 remains of the $1 million set aside for <br />emergency agricultural drought grants. (Note: I am waiting for one last vote on grants 13 -4 and <br />13 -5, so the status is still pending on the previous two grants.) Therefore; I recommend approval <br />of $227,693.22 to the Lower Arkansas Water Management Association. <br />If approved, this will draw the account down to a zero balance and no further grant applications <br />will be approved this year. The fund will be refreshed back to $1 million at the start of fiscal <br />year 13/14. <br />Per the guidelines, applications are accepted any time during the year and the approval process <br />will be completed within 60 days following the application date. <br />I understand that coordinating schedules is a challenge, so I am emailing the requests to you with <br />my recommendations for full approval, partial funding or denial to you as they come in. <br />Once all of the committee members have responded to me via email with a vote in favor of the <br />grant request, I'll route the attached approval letter (amending it as necessary if you change the <br />approval amount) for signatures. <br />If committee members are not in favor of the grant (or want to change the recommendation in <br />any way), I will organize a conference call with the committee so a further discussion can occur. <br />If possible, please respond to this sixth request by November 30th, so I can notify the applicant <br />within the 60 day timeframe. <br />For your reference, in addition to the grant request and draft approval letter, I'm also attaching <br />copies o£ <br />• Enabling legislation (CRS 37 -60- 123.5) <br />• Copy of the Ag Grant Program Guidelines and Procedures <br />cc: John Stulp, Special Policy Advisor to the Governor on Water <br />Kirk Russell, P.E., CWCB Finance Section Chief <br />Taryn Hutchins - Cabibi, CWCB <br />Steve Shull, CWCB <br />2 <br />
