HISTORY OF THE COLORADO WATER PROTECTIVE
AND DEVELOPMENT ASSOCIATION
The Colorado Water Protective and Development Association is a nonprofit
organization, incorporated in the State of Colorado in 1965.
The stated primary purpose of the association is to protect and develop
underground and surface waters of the Arkansas River Basin.
CWPDA has approximately 490 members representing approximately 1019 wells.
The membership is composed of individuals, corporations, municipalities, and
other entities that own or control wells within the Arkansas River Basin.
Since its conception, the primary function of CWPDA has been to provide
augmentation water to replace depletions resulting from member wells. State rules
and regulations governing use of ground water in the Arkansas River Basin curtails
well diversions. With proper augmentation, CWPDA members have been allowed
to pump without restrictions as a result of state approved supplemental supply
plans.
CWPDA has been active in monitoring the Kansas vs. Colorado lawsuit and has
assisted the State of Colorado by providing vital information concerning member
wells and their diversions. CWPDA's legal counsel, M.E. MacDougall, has been
careful to anticipate possible outcomes of that litigation.
Services Provided to CWPDA Members
1. Augmentation water to keep member pumps operating
2. Well tests to determine volume and efficiency
3. Timely reports to the state to keep members in compliance with recent
rules and regulations
