Gimbel <br />CWCB Director <br />SUBJECT: Agricultural Emergency Drought (AED) Grant Request (No. FY13 -3) <br />The Agricultural Emergency Drought (AED) Grant Program provides up to $1 million annually <br />for emergency drought- related water augmentation purposes to Colorado's agricultural water <br />users. The program is open to agricultural organizations located in areas where a disaster <br />emergency has been proclaimed due to drought. Grant funds are used to offset the added costs of <br />leasing water during drought years. <br />All requests are reviewed by the AED grant committee. The committee is comprised of the <br />Director of the CWCB, the State Engineer, the Commissioner of Agriculture and the Executive <br />Director of the Department of Natural Resources. <br />As members of the committee, I am sending you the third AED grant request of the year. I'm <br />attaching a copy of the request for your review. <br />Request No. 13 -3 is from the Colorado Water Protective and Development Association for <br />$346,178. Upon my review, the requested amount seemed to include annual operating costs (not <br />associated with drought conditions). Based upon the increased price in water and the allowable <br />5% of grant fees for additional engineering and legal expenses, I came up with $279,225.36 in <br />eligible expenses. I reviewed the revised numbers with the applicant and she was in agreement <br />with the methodology. <br />I recommend approval of $279,225.36 to the Colorado Water Protective and Development <br />Association. <br />Per the guidelines, applications are accepted any time during the year and the approval process <br />will be completed within 60 days following the application date. <br />Interstate Compact Compliance • Watershed Protection • Flood Planning & Mitigation • Stream & Lake Protection <br />Water Project Loans & Grants • Water Modeling • Conservation & Drought Planning • Water Supply Planning <br />
