Project Summary — Well Augmentation Subdistrict of the Central <br />Colorado CENTRAL COLORADO WATER CONSERVANCY DISTRICT <br />Contract No. C150337 <br />SECTION 1 -- BORROWER INFORMATION <br />Name: Well Augmentation Subdistrict of the Central Colorado <br />Water Conservancy District <br />Address: 3209 W. 28th Street, Greeley, Colorado 80634 -7554 <br />Contact: Danyelle McCannon, Financial Analyst <br />Phone Number: (970) 330 -4540 <br />E -mail address: dmccannon @ccwcd.org <br />Type of Entity: The Well Augmentation Subdistrict of the Central <br />Colorado Water Conservancy District (WAS), located in Weld, Adams, and <br />Morgan counties, is a quasi - municipal corporation and political subdivision <br />of the State of Colorado organized and existing as a water conservancy <br />district pursuant to C.R.S. §37-45 -101, et.seq. <br />Section 2 — Project Description <br />A. Description of PROJECT: The BORROWER applied to the CWCB for a loan <br />for the Water Rights Purchase and Gravel Pit Storage Project ( "PROJECT "), <br />to acquire additional water rights and storage capacity to use as <br />augmentation supplies for wells in the WAS decree, enabling a pumping <br />quota to be issued for contract holders at an estimated total PROJECT cost <br />of $3,333,400. <br />B. Description of Feasibility Study: The loan feasibility study titled "Feasibility <br />of Developing Additional Augmentation Supplies Well Augmentation <br />Subdistrict," dated July 31, 2012, was prepared by Ed Armbruster, P.E., <br />from Leonard Rice Engineers, Inc. The study was prepared in accordance <br />with CWCB guidelines and is incorporated herein by reference. Based <br />upon the feasibility report, the CWCB determined the PROJECT to be <br />technically and financially feasible. <br />C. The BORROWER held an election on November 2, 2004, whereby voters <br />approved increasing the BORROWER's debt by up to approximately <br />$39,000,000 based on assessed valuation, to acquire water storage and <br />water rights, as shown on the BORROWER'S Official Ballot and Official <br />Election Results, which are incorporated herein by reference. <br />SECTION 3 — CWCB'S AUTHORITY <br />Construction Fund: This loan is made pursuant to the provisions of §§ 37-60 -119 and <br />37-60 -120, C.R.S., which authorize the CWCB to loan money for water projects from the <br />CWCB Construction Fund for the benefit of the people of the state, provided that the <br />BORROWER assures repayment of that money. <br />Appendix 1 to Loan Contract C150337 <br />Page 1 of 4 <br />
