1. Authority exists in the law, and funds have been budgeted, appropriated, and of e available and

5. CONTRACTOR has supplied a letter dated June 9, 1994, attached hereto as Exhibit A and made a part hereof,
requesting an extension for the date of completion, and explaining the need and reason for the extension; and
6. The STATE has reviewed the situation and is satisfied that the CONTRACTOR's need for an extension of one
year is reasonable and necessary; and
7. The STATE and the CONTRACTOR agree to extend the time for completion of the ORIGINAL CONTRACT by one
(1) year to January 17, 1996; and
8. CONTRACTOR has supplied a letter dated August 25, 1994, with engineers construction cost estimate in the
amount of $1,241,193 attached hereto as Exhibit B and made a part hereof, requesting an adjustment in the amount
of the project construction loan from $356,360 to $620,596 based on the changes required by the final design; and
9. In accordance with Section 1, Chapter 32 of the 1987 Colorado Session Laws, the loan amounts may be the
amounts authorized, plus or minus such amounts as may be justified by reason of changes made in the plans for a
project if those changes are required by final engineering drawings and specifications, however, such loan shall not
exceed 50% of the total cost of constructing the project; and
10. The STATE has reviewed the letter and engineers construction cost estimate and has determined that there
is a valid reason for adjusting the amount of the loan to $620,596; and
