0 • <br />Existing Water Right Information <br />Staff has analyzed the water rights tabulation to identify any potential water availability <br />problems. There is one known diversion on Severy Creek. The U.S. Forest Service holds <br />the right to divert 0.005 cfs through the Barr Camp Springs & P /L. This water is used by <br />Barr Camp, a special -use permittee. The camp is a stopping point for many climbers, <br />some of whom stay the night and shower. The Forest Service describes the use as <br />minimal. Given that these rights will be senior to the instream flow right and that the <br />amount of water diverted at Barr Camp is minimal, the instream flow appropriation is not <br />expected to impact this structure. Additionally, an aqueduct appears to cross the <br />watershed near its confluence with Cascade Creek. TU and CDOW recommend that the <br />terminus for the proposed instream flow right be above this aqueduct. Based on this <br />analysis staff has determined that water is available for appropriation on Severy Creek, <br />from the Headwaters to just above the confluence with Cascade Creek, to preserve the <br />natural environment to a reasonable degree without limiting or foreclosing the exercise of <br />valid existing water rights. <br />CWCB Staff s Instream Flow Recommendation <br />Staff recommends the Board form its intent to appropriate on the following stream reach: <br />Segment: Headwaters to just above Confluence with Cascade Creek <br />Upper Terminus: HEADWATERS IN THE VICINITY OF <br />(Latitude: 38° 52' 32.05 "N) (Longitude: 105'2' 56.52 "W) <br />UTM = 4302969.7 N UTM = 495746.8 E <br />NE SE S3IcT13S R6*V 6PM <br />625' West of the East Section Line; 2375' North of the South Section Line <br />Lower Terminus: JUST ABOVE THE CONFLUNCE WITH CASCADE CREEK <br />(Latitude: 38° 53' 51.04 "N) (Longitude: 104'59' 16.05 "W) <br />UTM = 4305403.6 N UTM = 501058.71 E <br />NW NW S27 T13S R68W 6PM <br />830' East of the West Section Line; 270' South of the North Section Line <br />Watershed: Fountain (HUC #:11020003) <br />Counties: El Paso and Teller <br />Length: 4.Omiles <br />USGS Quad(s): Woodland Park SW & SE, Pikes Peak NW & NE, and Cascade SW <br />Flow Recommendation 1.54 cfs (April 1 — August 14) <br />0.79 cfs (August 15 — March 31) <br />
