I have attached a file from Steve Lydick containing a revised monitoring <br />and research plan for the pallid sturgeon. This revision resulted from our <br />meeting September 12 in Ogallala, Nebraska. The file is labeled ##2 because <br />I deleted Steve's cover memo to me, since it was the same memo sent with <br />the previous version of the plan, and thus is dated. I also changed the <br />shading in Table 2 for the third year for item 43, i.e., the cell is shaded <br />with diagonal lines indicating the year three work is conditional. All <br />other contents in the plan are as received from Steve. <br />I believe that Steve made the edits suggested to him at the meeting. <br />However, there remains a number of areas of disagreement on the draft plan <br />between the Service some or all of the members of the working group. There <br />is at least one member of the group that disagrees with the Program <br />including the pallid sturgeon as a target species. There is disagreement <br />with the proposed plan because several people on the working group feel it <br />cannot be implemented given the apparent scarcity of wild pallid sturgeon <br />in the Platte River. There is disagreement with the plan because some of <br />the group feel it is too aggressive and disproportionat to our current <br />knowledge about the pallid sturgeon. There is also disagreement with the <br />plan because, in the view of some, it represents not only a research and <br />monitoring plan but a regulatory tool for the Service. <br />Regarding the specific tasks included in the plan the following is my <br />understanding regarding areas of agreement and disagreement given the <br />changes Steve has made. There is general agreement with tasks 35, 36, 44, <br />and 46. There is partial agreement on task 43, i.e., there is agreement <br />with macro- and meso- habitat mapping but not micro- habitat mapping. There <br />is no agreement on tasks 40, 41, and 42.
