complete R2 -1 and R3 -1 if a baseline is not available? Perhaps it would help to define an
acceptable baseline (or at least points of agreement and disagreement) and then set the objectives
for R2 -1 and R3 -1 form that point.
5. There is also concern as to how the R3-1 requirements impacts the IMRC budget. Until the
relation between the R3 -1 and the IMRC are understood this question can not be answered.
Summary: The Service should work cooperatively with the TC to develop the R3 -1 document.
While R3 -1 is a Service responsibility, it will impact all parties to the cooperative agreement, and
the document should be fully debated and discussed before it is finalized. The IMRC (R2 -1) and
R3-1 should be related and coordinated documents.
