Sharon Whitmore discussed the current status of the R3 -1 Document. She said that the <br />document would be review by outside experts after the FWS is done with its internal review. <br />Because of this, it is difficult to determine when it will be available to the TC. Dale asked if it <br />would be possible for the TC to review the document at the same time it is being reviewed by <br />outside experts. This would be done in a similar fashion to how the Water Conservation/Supply <br />Study was reviewed by the Water Management Committee and the states concurrently with peer <br />review. Sharon said she would inquire to whether this was a possibility. <br />Pallid Sturgeon <br />Sharon Whitmore noted that the statement "if the results of flows management in the central <br />Platte River are undetectable in the lower Platte River no further monitoring and research for <br />pallid sturgeon" was unacceptable to the FWS. Data collected by the Program needs to <br />somehow benefit the pallid sturgeon (e.g., identify data gaps, actions that could be taken). It was <br />noted that the FWS is willing to consider the Program as an RPA for pallid sturgeon during the <br />first increment as long as efforts are being made to determine what is actually needed for pallid <br />sturgeon. Dale also gave a brief summary of the discussion regarding pallid sturgeon that <br />occurred at the last GC meeting. It was decided that the IMRC needs to be modified in regards <br />to pallid sturgeon but that the R3 -1 Document will be important in how it is revised. Major <br />revision to the IMRC will wait until the R3 -1 Document is complete. <br />Other Species of Concern <br />Sub -group reported that they had not drafted the initial list of other species of concern but hoped <br />to by the next TC meeting. <br />Budget Revisions <br />Decided to wait until Finance Committee decides on a budget ceiling and the R3 -1 Document is <br />distributed. <br />Peer Review <br />The Peer - Review Guidelines developed by the TC will be added to the IMRC as guidelines for <br />the Program. Dale briefly described some other concerns related to peer review (Milestone R2- <br />3) raised by Jan McKee. The IMRC will be modified to include this milestone. <br />Other Business <br />Jim Jenniges suggested it might be necessary to start taking aerial photos at regular time intervals <br />because of the need for the photos in monitoring and research. There was discussion regarding <br />the factors which could dictate when and under what conditions the photos need to be taken (e.g., <br />river stage, vegetation condition, time of year). Comments on how frequent and timing of photos <br />should be submitted to Sharon Whitmore by February 9. Sharon will draft a pre - proposal using <br />the submitted comments and information from the EIS Team on cost of the 1998 photos. The <br />TC agreed that it would be best to have the photos taken, but that interpretation at this time was <br />not needed.
