Minutes <br />Cooperative Agreement Technical Committee Meeting <br />January 25 and 26, 2000 <br />CNPPID's Eagle Viewing Center <br />Lake Ogallala, Nebraska <br />Agenda and Minutes <br />Paul Tebbel called the meeting to order at 1:20 p.m. on January 25 and welcomed the group. <br />Paul noted slight modifications to the agenda. Two typographic errors were pointed out in the <br />minutes. The minutes were accepted as revised by consensus. Introductions were made. <br />Status Reports <br />Habitat Protection Planning Task Force <br />Mark Czaplewski updated the group on activities of the Task Force. Mark reported that the draft <br />Habitat Protection Plan outline had been presented to the Governance Committee (GC) at their <br />January 21 meeting. Mark described the changes suggested at the meeting and noted that the GC <br />approved the modified outline as a working draft from which the Task Force will flesh -out the <br />final document. Dale Strickland reported that the EIS Team had responded that the outline <br />contained sufficient detail for their analysis. Some of the details for the plan will be obtained <br />from the upcoming Land Ownership Entity workshop and Habitat Management Methods <br />technical meeting. <br />Dave Carlson asked if the Technical Committee (TC) would be afforded the opportunity in the <br />future to review the plan. Mark and Dale explained the process that has been used in the past by <br />the Task Force and noted that the TC agreed to delegate their authority regarding the plan to <br />those TC members involved with the Task Force. Dale noted that the process remains open to <br />any Land Committee or TC member that is interested in participating. Dale asked if the Task <br />Force should continue as is or if changes needed to be made. The consensus was that Task Force <br />should continue as is. The TC will be included in distributions of the document on a more <br />frequent basis and will be asked to submit any comments on the plan before Task Force <br />meetings. The final plan will be brought to the TC for a final opportunity for discussion before <br />submission to the GC. <br />Jim Jenniges asked if the TC should consider having the Joint Study Documents peer- reviewed <br />and if the TC needs to be considering the size of complexes discussed in the Habitat Protection <br />Plan with the idea of protecting habitat based on what is best for the birds. Paul Tebbel noted <br />that because the Joint Study documents were not done through consensus there are broad <br />problems and peer review of the documents may alleviate some of the concerns. The point was <br />made that the current plan is not based on science but rather on the ideas expressed in the Joint <br />Study and proposed Program. There was discussion regarding the work being conducted by the <br />Nebraska Game and Parks Commission (NGPC) on review of all whooping crane, least tern, and <br />piping plover information and work recently completed by Amy Richert on whooping crane <br />habitat use. It was suggested that the Task Force include a section in the Habitat Protection Plan <br />providing for evaluating the principles on which the plan is based very early in the Program <br />using existing information. <br />Page 1 of 7 <br />
