>If the consultant cannot answer 'Yes' to both questions, then the next <br />>question for the consultant is: <br />A What are the best approaches to improving the Proposed Program so that <br />>it can produce significant, sustainable, net improvements in channel habitat? <br />>We think it is important that the consultant understands the ultimate <br />>questions being considered and the standard of evidence that is applied <br />>for endangered species issues. While the draft SOW asks many questions <br />>about the reliability of specific data sets, or the uncertainty in various <br />>projections, we believe it should establish more clearly the requirement <br />>that these larger questions be addressed, in order to be most useful in <br />>our continuing discussions. <br />>The draft identifies several places where meetings are held, or products <br />>reviewed. In some places it appears that we are participating in those <br />>activities, in other areas it is not clear. Either in the SOW, or as a <br />>separate note to us, would you please list the meetings and products for <br />>which you want our attendance or review. Thanks very much for your <br />>consideration of these suggestions. <br />
