Ms. Nell Phillips <br />August 10, 2001 <br />Page 3 <br />specifically address the conservation and recovery of the piping plover. If you conclude you are <br />unable to exclude the Central Platte now, we believe a commitment should be made to review <br />and remove the designation once a program is in place. <br />I recognize the USFWS is under court order to make a final critical habitat designation for the <br />northern great plains population of piping plovers by March 15, 2002. However, the USFWS <br />needs to recognize that those individuals and entities who may be affected by such designation <br />are entitled to all relevant information for review and comment during the designation process. <br />Thank you for the opportunity to comment. <br />Sincerely, <br />Roger K.
