<br />Mr. John W. Anthony - Mr. Anthony is a Principal Hydrologist/Geological Engineer with The Parsons
<br />Corporation located at 1700 Broadway, Suite 900, Denver, CO 80290. He received his BS Geological
<br />Engineering, Colorado School of Mines in 1985, ME Geological Engineering, Colorado School of Mines in
<br />1988. His expertise includes the following: Geology, geomorphology, and hydrology, Surface water and

<br />Mr. James W. Goeke — Mr. Goeke is a Hydrogeologist with the Institute of Agriculture and Natural
<br />Resources Conservation and Survey Division at the University of Nebraska, West Central Research and
<br />Extension Center, Route 4, Box 46A, North Platte, NE 69101. He received his BS in Geology at the
<br />University of Wisconsin in 1966 and an MS in Geology at the Colorado State University in 1970. He's
<br />worked at the Nebraska Conservation and Survey Division since 1970. His expertise is in hydrogeology

<br />Mr. Duane Woodward — Mr. Woodward is an Engineering Hydrologist with the Central Platte Natural
<br />Resources District, 215 N. Kaufman Ave., Grand Island, NE 68803. His education was in Agricultural
<br />Engineering at the University of Nebraska in 1974. He worked at the U.S. Bureau of Reclamation from
<br />1974 to 1992 and has worked at the Central Platte NRD since then. His expertise is in surface water and

<br />Mr. Michael A. Drain, P.E. — Mr. Drain is a Civil Engineering Supervisor for The Central Nebraska Public
<br />Power and Irrigation District, 415 Lincoln Street, PO Box 740, Holdrege, NE 68949. He received his BS in
<br />Civil Engineering at the University of Nebraska in 1993 and an MS in Civil Engineering at the University of
<br />Nebraska in 1995. He's worked at CNPPID since 1995. His expertise is in hydraulics, hydrology,
<br />geomorphology, and river mechanics, water resources planning and management, operations of major

<br />Mr. Richard R. Luckey - Mr. Luckey is a hydrologist for the U.S. Geological Survey, Denver Federal

<br />Mr. Frank Kwapnioski — Mr. Kwapnioski has a Bachelor of Science Degree in Civil Engineering from the
<br />University of NE — Lincoln. Has been a PE in NE with over 25 years of direct water operations, facilities
<br />and planning experience in the Platte River. This includes hydraulic, hydrologic and geomorphologic
<br />engineering design and studies. Have testified as an expert witness in various water rights hearings and
