In order for the Proposed Program to <br />serve as an RPA for basin water <br />activities, the best available evidence <br />must project that the Program will <br />produce a significant, sustainable, net <br />increase in channel width, openness, and <br />extent of sandbars (braided river <br />characteristics), among other benefits. <br />Projecting the Effect of the Program <br />on Channel Habitat <br />• What is the current status of channel <br />habitat? <br />• What controls channel habitat? <br />• How will changes in river flow affect <br />channel conditions? <br />• What options are available for improving <br />channel habitat? <br />
