Program Summary Report — Document Organization
The High Plains States Groundwater Demonstration Program implemented demonstration
recharge projects and associated studies to evaluate and advance groundwater recharge
technology. The Bureau of Reclamation worked together with the Environmental
Protection Agency (EPA), other Federal agencies, the Western States, water management
organizations, consultants, contractors, and interest groups to carry out the provisions of
the High Plains States Groundwater Demonstration Program Act of 1983.
This program summary report describes the activities, results, and findings of the program
demonstration projects and cooperative sponsored investigations. This report is organized
into three main parts to accommodate the different sources of information. The Executive
Summary, Part I, and Part H are bound together, and the Part III project summary reports
are bound in a separate volume of the program summary report.
Executive Summary
Part I - Overview, Results, and Findings
This overview includes historical background of the program activities, a description of
groundwater recharge issues, and a brief synopsis of each of the recharge demonstration
projects carried forth to implementation. The last section discusses the role and feasibility
of utilizing recharge technology and concludes with a comparison of alternative program
mechanisms to anticipate groundwater recharge in water resources planning.
Part 11 — Cooperative Sponsored Investigations
The major results and conclusions of three cooperative program - sponsored investigations
are summarized in this part of the report. The EPA provided a summary of water quality
lessons learned through their technical review role in the program. Excerpts from reports
prepared by the Western States Water Council and the National Academy of Sciences are
provided to describe groundwater recharge issues and findings from those investigations
that were not addressed directly by the recharge demonstration projects.
Part III — Demonstration Project Summary Reports
This part is a compilation of individual summary reports for each of the 14 demonstration
recharge projects sponsored by the program. Project summary reports are based on more
detailed full project reports that were prepared by the project sponsors upon completion of
the demonstration project activities. Consequently, these summary reports provide a little
more information than the project synopsis pages in Part I; however, further information
on specific projects is referred to in the full project reports and reference materials cited.
(Note: The Executive Summary, Part 1, and Part ll are bound separately)
