Program Summary Report — Document Outline <br />The High Plains States Groundwater Demonstration Program implemented demonstration <br />recharge projects and associated studies to evaluate and advance groundwater recharge <br />technology. The Bureau of Reclamation worked together with the Environmental <br />Protection Agency (EPA), other Federal agencies, the Western States, water management <br />organizations, consultants, contractors, and interest groups to carry out the provisions of <br />the High Plains States Groundwater Demonstration Program Act of 1983. <br />This program summary report describes the activities, results, and findings of the program <br />demonstration projects and cooperative sponsored investigations. This report is organized <br />into three main parts to accommodate the different sources of information. The Executive <br />Summary, Part I, and Part H are bound together; and the Part III project summary reports <br />are bound in a separate volume. <br />Executive Summary <br />Part I - Overview, Results, and Findings <br />This overview includes historical background for the program activities, an overview of <br />groundwater recharge issues, and a brief synopsis for each of the recharge demonstration <br />projects carried forth to implementation. The last section discusses the role and feasibility <br />of utilizing recharge technology and concludes with a comparison of alternative program <br />mechanisms to anticipate groundwater recharge in water resources planning. <br />Part II — Cooperative Sponsored Investigations <br />The major results and conclusions of three cooperative program sponsored investigations <br />are summarized in this part of the report. The EPA provided a summary of water quality <br />lessons learned through their technical review role in the program. Excerpts from reports <br />prepared by the Western States Water Council and the National Academy of Sciences are <br />provided to describe groundwater recharge issues and findings from these investigations <br />that were not addressed directly by the recharge demonstration projects. <br />Part III — Demonstration Project Summary Reports <br />This is a compilation of individual summary reports for each of the 14 demonstration <br />recharge projects sponsored by the program. Project summary reports are based on more <br />detailed full project reports that were prepared by the project sponsors upon completion of <br />the demonstration project activities. Consequently, these summary reports provide a little <br />more information than the project synopsis pages in Part I; however, further information <br />on specific projects is referred to in the full project reports and reference materials cited. <br />(Note: Part III is bound separately.) <br />
