The program authorizing legislation also provided guidelines for conducting program <br />activities to encourage efficient and equitable use of resources. These general program <br />administration guidelines include: <br />—> Undertake demonstration projects to include a minimum of 12 projects in <br />the High Plains States and 9 projects in other Reclamation Act States <br />-� Include projects that have declining water table, an available water supply, <br />and high probability of physical, chemical, and economic feasibility <br />Utilize existing data and take advantage of available information as much as <br />possible in the planning and development of demonstration projects <br />—� Develop project plans to consider recharge objectives and technologies that <br />are applicable to the geologic and hydrologic conditions in the study area <br />—� Provide the Congress with recommendations of legislative and administrative <br />actions as necessary to implement the program demonstration projects <br />—> Enter into a memorandum of understanding with EPA to provide for an <br />evaluation of water quality impacts of the program recharge projects <br />Other specific objectives were identified during the project planning and implementation <br />stages. Project objectives focused on resolving technical problems and relevant financial, <br />legal, and regulatory issues necessary to develop recharge demonstration facilities.
