7C <br />CEN -1 <br />COMMENTS OF CENTRAL NEBRASKA PUBLIC POWER AND <br />IRRIGATION DISTRICT <br />forced to do more. This discussion includes information <br />regarding the recently signed Memorandum of Agreement (MOA) <br />among the States of Nebraska, Wyoming and Colorado and the <br />Department of the Interior (DOI) with respect to development <br />of basin -wide plans for protection of endangered species in <br />the Platte River Basin.V <br />This volume closes with a plan for non -water <br />enhancement measures to supplement the water component of <br />the Nebraska State Plan. Together they would comprise a <br />comprehensive program providing as much or more than the <br />Districts' fair share of improvements, and would represent <br />as large a commitment as Central expects to be able to <br />afford. <br />II. FERC STAFF SHOULD TAILOR ITS RECOMMENDED REOITIREMENTS <br />TO A BASIN -WIDE APPROACH TO ENHANCEMENT <br />Appropriate recommendations for future operations of <br />these Projects can only be made after careful consideration <br />of their role in the Platte River basin as a whole. While <br />these Projects have affected (and continue to affect) the <br />Matte River and its surrounding environment, they are only <br />two among many influences. As FERC Staff notes, upstream <br />development controls both the timing and quantity of flow <br />a/ Memorandum of Agreement for Central Platte River Basin <br />Endangered Species Recovery Implementation Program Entered <br />into by the United States, Colorado, Nebraska, and Wyoming <br />(June 10, 1994) ( "MOA "), attached as App. A to this Volume. <br />- 3 - <br />RESPONSES TO CENTRAL NEBRASKA PUBLIC POWER AND <br />IRRIGATION DISTRICT <br />CEN -1 The FEIS reflects recent progress toward a basin -wide solution. <br />
