INTRODUCTION <br />This volume is the first of three containing the <br />Comments of the Central Nebraska Public Power and Irrigation <br />District (Central) on the Staff's Revised Draft <br />Environmental Impact Statement (RDEIS) on Project Nos. 1417 <br />and 1835.1 The volume examines the policy concerns and key <br />issues underlying the Staff's approach to sharing scarce <br />resources among competing interests. The second volume is <br />Central's Volume of Supplemental Reports on Material Facts <br />in Dispute (Volume 2). It contains more expansive <br />discussions of crucial factual issues which influence the <br />allocation of resources. The third volume, Central's Volume <br />of Technical Analysis (Volume 3), addresses in part issues <br />1 Federal Energy Regulatory Commission (FERC), Office of <br />Hydropower Licensing, Revised Draft Environmental Impact <br />Statement.
