Specific comments contained in a letter are identified by <br />a line in the margin and a comment number. In some cases, the identified comment is a <br />summary of the key concern elaborated more fully in the text preceding or following the <br />summary. <br />Many of the comments were addressed in subsequent analyses performed by the <br />staff in preparing the FEIS. In these cases, staff responses usually refer the reader to the <br />revised text. Because the comments were submitted prior to the FWS Biological Opinion <br />and the basin -wide Cooperative Agreement, the comments have been superseded by the <br />operating plan and supplemental measures endorsed by the Districts, Interior, NGPC and <br />others. Staff responses to the comments are purposely brief. <br />ii <br />
