N <br />COMMENTS OF CENTRAL NEBRASKA PUBLIC POWER AND <br />IRRIGATION DISTRICT <br />requested by DOI and recommended by the Staff should be <br />included in assessing the Districts' fair share of <br />endangered species enhancement. Each of these programs <br />either: directly enhances riverine habitat in the Big Bend <br />reach in accordance with a basin -wide enhancement plan; <br />monitors potential changes in conditions in the Big Bend <br />reach resulting from all influences, including but not <br />limited to these Projects; or provides acceptable <br />alternative habitat nearby. Even if enhancement measures <br />articulated in existing basin -wide plans are the only <br />measures considered, those measures alone exceed the <br />Projects' share of basin -wide recommendations by any <br />u <br />i <br />reasonable estimate. <br />Central notes that describing the $5.5 million figure <br />as the Districts' fair share of presently proposed basin - <br />wide programs for endangered species is not to be viewed as <br />an endorsement by Central that these programs are necessary. <br />As discussed in section III.C., Central believes that many <br />of the land and water based enhancement measures are without <br />scientific basis and are not justified. The $5.5 million <br />figure is the largest amount that could represent the <br />Districts' fair share; after all factors are taken into <br />account, that share should be smaller. <br />- 19 - <br />RESPONSES TO CENTRAL NEBRASKA PUBLIC POWER AND <br />IRRIGATION DISTRICT <br />
