x <br />COMMENTS OF CENTRAL NEBRASKA PUBLIC POWER AND <br />IRRIGATION DISTRICT <br />correctly states that "the Platte River system is one of the <br />most highly developed river basins in the world ... [and) <br />[m)ost of this development has occurred in Wyoming and <br />Colorado, upstream of Project Nos. 1417 and 1835. "V <br />There are many different ways to apportion <br />responsibility, but by any measure, these Projects' role in <br />the basin is minor. Of the reservoirs larger than 5,000 <br />acre -feet, 47t of the storage capacity is in Wyoming, 30t in <br />Colorado, and 23t in Nebraska. Most of the smaller storage <br />facilities are in Wyoming and Colorado. If storage capacity <br />is used as a basis for estimating basin -wide <br />responsibilities, something less than (and probably <br />substantially less than) 23* should be assigned to the <br />Districts. Using agricultural acreage served as a measure, <br />`-' (...continued) <br />Within the basin, the river serves agricultural <br />interests in the three states, provides facilities for a <br />wide variety of recreational activities, provides municipal <br />water supplies, and contributes substantially to the <br />enhancement of wildlife habitat. <br />V RDEIS at 3 -2.
