i <br />-MRBA <br />Missouri River Basin Association <br />April 1, 1998 <br />Dear Friends: <br />The management of the Missouri River has been a source of controversy <br />for more than a hundred years. Now, for the first time, the people of the basin; <br />have united to propose suggestions that could resolve some of the long- standing <br />differences that have divided us for years. <br />A little over two years ago, the Missouri River Basin Association <br />(MRBA) embarked on a planning process for the Missouri River system. To <br />gather and refine the -planning recommendations, the MRBA Directors met with <br />' navigators; recreatiomsts; advocates of fish and wildlife resources; agriculture { <br />and bank stabilization interests; water supply personnel; people concerned with <br />flood control; and hydropower production interests. The association's directors' <br />met over two dozen times to discuss river planning issues. In addition, they <br />sponsored two basinwide conferences and met with many small groups of river, - <br />users. <br />The product of these efforts is the document you received with this <br />mailing. The enclosed planning recommendations are supported by basin's <br />states, ,Indian tribes,. and numerous user groups. <br />Now that the document has been finalized, the MRBA Directors will <br />begin immediately to implement this consensus position; of the basin by <br />partnering with federal agencies and working closely with Congress This <br />document will guide .the association's ongoing efforts to strengthen the basin's <br />economic and environmental resources. <br />The MRBA Directors will also endeavor to develop a consensus position <br />on the drought management issues addressed in the Corps of Engineers' <br />upcoming review of its Master Water Control Manual for the Missouri -River <br />Mainstem Dams (Master Manual).
