Mr. Ted Kowalski, CWCB <br />Ms. Angeline Kinnaird, PE Board <br />June 10, 2005 <br />Page 2 of 4 <br />The attached ASCG letter report and Power Point presentation are the key documents provided in <br />our review. Also we have provided a copy of Mr. Lacy's report. The two sketches enclosed outline <br />improvements, but are not suitable in my opinion to suffice as normal, sealed, design and <br />construction documents. We requested CWCB provide engineering analysis, calculations, pre - <br />and post - construction surveys and other documents normally provided as part of standard river <br />engineering, floodplain development, and CWCB guidelines. Apparently none are available or are <br />being provided by Recreation Engineering and Planning. <br />In Mr. Lacy's report, justification, analysis, and engineering rely largely on his experience. No <br />apparent surveying and specific analysis of pre - project and proposed design hydraulics and <br />stability using conventional practices has been conducted. Typically, at minimum, water surface <br />profile analysis is conducted using programs such as the Corp's HECRAS. Further he makes <br />statements about engineering principles and concepts which are misleading and /or wrong. <br />Whitewater hydraulics and river sediment transport and stability analysis is very complicated. <br />Often physical laboratory models are conducted. At minimum, custom calculations to determine <br />three dimensional and special super critical flow situations are conducted. Advanced three <br />dimensional numerical programs are available for this analysis. Essentially nothing significant has <br />been made available, only reference to HECRAS analysis of other projects, which also wasn't <br />provided and is not standard practice for justifying improvements. Of great concern is that no <br />specific analysis has been conducted of the pre - project floodplain conditions, the design, or <br />constructed facilities. In the Salida case, this is onerous because of property and structures <br />immediately adjacent to the river. While Mr. Lacy testified that banks were laid back in certain <br />places and holds the position that the dam structures do not cause a rise in flood levels. This is <br />highly unlikely unless significant excavation of the river bed and enlargement of conveyance has <br />been accomplished. There are no signs that this was analyzed or accomplished.
