HABITAT ACTIVITIES
The signatories agree to undertake activities during the term of the Cooperative
Agreement to acquire, restore, and manage land and interests in land to provide habitat
as set forth in Attachment I, "Milestones for the Cooperative Agreement. " Land and
interests in land will be acquired from willing landowners only. "
VII. NEPA COMPLIANCE
' A. The Department of the Interior agrees immediately to initiate steps as required
by NEPA to undertake evaluation, with assistance from the other signatories, of the
Proposed Alternative and of a range of reasonable alternatives which might serve the
purposes of the basin -wide Program stated above in Paragraph I.D. The signatories
agree that the Proposed Alternative described in Attachment III to this Cooperative
Agreement will form the "proposed federal action" to be evaluated in the NEPA
' process. A range of reasonable alternatives will be rigorously explored and evaluated.
The draft environmental impact statement should identify a preferred alternative.
B. Any activities to be implemented under the Cooperative Agreement requiring
NEPA evaluation will receive such review separately.
VIII. ESA COMPLIANCE
' A.
