FOREWORD <br />Welcome to the Colorado Water Congress 2003 -2004 Edition of the "Colorado Water <br />Almanc and Directory." We hope that you will be pleased with the many changes and <br />additions to the information presented herein. <br />Specifically, we would like to call your attention to three new sections of the Almanac: (1) <br />A Summary of Compacts and Litigation Governing Colorado's Use of Interstate Streams, <br />(2) A Short History of the Colorado Water Congress, and (3) The Early History of the <br />Colorado Water Congress by the late John B. Barnard, Jr. As well as these three new <br />sections of the Almanac, there are many additions in the Directory to information that has <br />been provided in the past. We now, for example, include information on the staffs of the <br />Governor, Attorney General, members of Confress and department heads. In addition, we <br />have obtained e-mail and web page addresses where possible. <br />With the volume of information contained in this Almanac and Directory, and the ever - <br />changing world around us, we are certain that you will understand that there may be some <br />errors in this publication. We have tried to be as accurate as possible, and apologize for any <br />errors that you may find.
