'? r. <br />If there is one thing I took away fr• groundwater- themed issue, it is that <br />managing water underground isn't easy. <br />Of course it's a challenge. We have deep groundwater and shallow groundwater, <br />groundwater connected to rivers, some not, some sort of connected. We have arte- <br />sian pressure, gravels, sandstones and designated areas where one can pump this <br />much but not that much. <br />Yet for all our difficulties, inconsistencies and litigation, Colorado is still leading <br />the way nationwide in the sophistication and complexity of our groundwater manage- <br />ment. Few other states regulate groundwater as closely as we do. <br />Unfortunately, the complexity of this subject may scare away the average reader. I <br />hope that isn't the case. We cannot afford to abandon these issues to the sole discre- <br />tion of specialists, experts and technocrats. <br />Deciphering the complexities of water management in this state has been a large <br />part of my job in the last three years. And, I feel, it is certainly the role of Headwaters <br />magazine.
