REVISED DRAFT
. April 11, 2002
Increment using a flexible and incremental approach that is based on an "adaptive
management process" that has been defined specifically for this Program. That
process for changing Program activities and criteria, which is described as
"Program Adaptive Management," includes changes based on the technical
definition of adaptive management$ or on new information or other types of
information or experience.
1. Applicability of the Program Adaptive Management Process
a. Activities and Criteria. To further the First Increment objectives, the
Program document and its attachments describe certain activities and
criteria such as milestones, land and water action plans, land and water
acquisition and management criteria, management actions, and others.
These activities and criteria were based on the best information available
at the time the Program was established. During the First Increment, these
activities and criteria may be changed through Program Adaptive
Management. Changes to Program activities and criteria may be justified
by new information reflecting practical considerations such as land
availability, economic considerations or budgetary constraints, or because
certain tasks prove unachievable or will take longer to accomplish
notwithstanding good faith efforts of the participants. Accordingly, except
as noted in Paragraph III.B. Lb. below, the Governance Committee may
change the Program's First Increment Milestones and other activities and
criteria, provided such changes are consistent with accomplishing the First
Increment Objectives. These changes may be made and the Program will
continue to provide ESA compliance during the First Increment, so long as
the First Increment Milestones are being met.
b. Target Flows. During the First Increment, the FWS' May and August 0
1994 species and annual pulse target flows serve as an initial reference 5```
5
Adaptive management in the technical sense is a series of scientifically driven
actions that use the monitoring and research results provided by the Integrated Monitoring and
Research Plan (IMRP) (described below) to test predictions and assumptions in Program
activities and criteria, and to use the resulting information to improve those predictions and
assumptions.
• 7
