Where possible, the Program will manage the associated habitats to benefit
non - target, listed species as well as target species. To the extent the habitat of non - listed
species is commensurate with that of listed species, the Program will also manage habitat
of non - listed species of concern to reduce the likelihood of future listings. When feasible,
the Program will provide regulatory certainty with respect to those non - target species.
PROGRAM GOALS
The Program's long -term goal is to improve and maintain the associated habitats. This
goal includes: (1) improving and maintaining migrational habitat for whooping cranes
and reproductive habitat for least terns and piping plovers; (2) reducing the likelihood o
future listings of other species found in this area; and (3) testing the assumption that
managing flow in the Central Platte River also improves the pallid sturgeon's Lower
Platte River habitat.'
PROGRAM ELEMENTS
A. General Description
1. Elements. The Program has three el
Central Platte River during relevant time
is (1) increasing streamflows in the
s through reregulation and water
conservation/supply projects; (2) enhancing, r storing and protecting habitat lands
for the target species; and (3) accommodatin new water related activiti
manner consistent with long -term Program goals. Iwo
2. Increments. The Program will be implemented in increments. The
Increment of the Program begins with the signing of the Program Agree
4 (Attachment _) addresses how this assumption is to be
tested and whether or how the Program covers the pallid sturgeon after the testing period is over.
[Note: where is this going to be located?]
•
