Where possible, the Program will manage the associated habitats to benefit <br />non - target, listed species as well as target species. To the extent the habitat of non - listed <br />species is commensurate with that of listed species, the Program will also manage habitat <br />of non - listed species of concern to reduce the likelihood of future listings. When feasible, <br />the Program will provide regulatory certainty with respect to those non - target species. <br />PROGRAM GOALS <br />The Program's long -term goal is to improve and maintain the associated habitats. This <br />goal includes: (1) improving and maintaining migrational habitat for whooping cranes <br />and reproductive habitat for least terns and piping plovers; (2) reducing the likelihood o <br />future listings of other species found in this area; and (3) testing the assumption that <br />managing flow in the Central Platte River also improves the pallid sturgeon's Lower <br />Platte River habitat.' <br />PROGRAM ELEMENTS <br />A. General Description <br />1. Elements.
