Flexibility and Change During the First Increment Through Program <br />Adaptive Management. 0 <br />The Governance Committee will administer the Program during the First <br />Increment using a flexible and incremental approach that is based on an "adaptive <br />management process" that has been defined specifically for this Program. That <br />process for changing Program activities and criteria, which is described below as <br />"Program Adaptive Management," includes changes based on the technical <br />definition of adaptive management' or on new information or other types of <br />information or experience. <br />1. Applicability of the Program Adaptive Management Process <br />a. Activities and Criteria. To further the First Increment objectives, the <br />' Adaptive management in the technical sense is a series of scientifically driven <br />actions that use monitoring and research results (including peer review) to test predictions and <br />assumptions and uses the resulting information to improve those predictions and assumptions. <br />For example, this Program uses the Integrated Monitoring and Research Plan (IMRP) (described <br />below), among other tools, to test and improve predictions and assumptions in Program activities <br />and criteria. <br />7 i <br />
