New Water Related Activities. DOI and the states intend that the <br />Program's First Increment water objectives should not be adversely <br />impacted by new water related activities. Each state and the federal <br />government have prepared depletions plans, and the Forest Service has <br />prepared a vegetation management plan, which have been approved by the <br />Governance Committee. These plans are set forth in "Wyoming's Depletions <br />Plan" (Attachment .. ); "Nebraska's Depletions Plan" (Attachment ---); <br />"Colorado's Depletions Plans" (Attachments and -); the "Federal <br />Depletions Plan" (Attachment --) and "Forest Service Vegetation <br />Management Plan" (Attachment __). Mitigating measures for new water <br />related activities are to be water related (e.g. water for water). The states <br />and the federal government are responsible for the implementation of their <br />respective depletions plans. Depletion plan modifications must be reported <br />to and approved by the Governance Committee. The chart describes the review process for new water related activities <br />and allows the FWS and the state in which the new water related activity is <br />proposed to determine if that activity is covered by the federal or state's <br />depletions plan or if that plan can, or should be, modified to cover the <br />proposed new water related activity. New water related activities not <br />covered by a state's depletion plan, the federal depletion plan, or the Forest <br />Service Vegetation Management plan cannot rely on the Program for ESA <br />compliance. <br />4.
